CLINTON, S.C. — Two tracts on the edge of Clinton that could be brought into the city for high-density housing will wait at least another month, after the Clinton Planning Commission voted Tuesday night, Oct. 13, to hold both requests and ask for more information.
The larger request covers about 102.1 acres along SC Highway 308, at No. 1220, together with two parcels that have no street address, all of which would be annexed with an R-3 high-density residential zoning. Early plans pointed to roughly 200 homes on the land. Commissioners voted 6-1 to delay. Highway 308 is the route linking Clinton with Interstate 385.
Before that vote, the commission asked the project team to find out what price range the developers expect for the homes. Members said they want to avoid flooding the local market with houses at a single price level, and that the city needs more low-density R1 homes given the developments already approved or under construction.
The second request, which the board tabled on a 5-2 vote, would annex the property at 103 and 105 Mississippi Drive, about 11.8 acres, with RS-3 high-density zoning and rezone a neighboring 11-acre tract that currently carries C-3 general commercial zoning. No development plan had been filed for that land. Members asked for a preliminary site plan and for the developer to say whether Mississippi Drive could be closed to vehicles while staying open as a walking route between Landau Apartments and Clinton Elementary School.
The planning board only makes recommendations; Clinton City Council has the final vote on annexation and zoning. City officials said that if the land stays outside the city, it could be built out under Laurens County subdivision rules, though neither owner had gone to the county as far as they knew.
Also on the agenda was final bonded approval for Shell Creek, which was postponed until the city completes more inspections. The commission meets next on Nov. 10, and case documents are available for review at the Planning Department in the M.S. Bailey Municipal Center on North Broad Street.
