Clinton Sets Nov. 10 Hearing on Two Proposed Subdivisions

CLINTON, S.C. — Two housing proposals that stalled at the Clinton Planning Commission in October are headed for a public hearing on Tuesday, Nov. 10, according to a notice posted by the City of Clinton.

The hearing starts at 6 p.m. in the City Council Chambers at 211 North Broad Street. Commissioners will take up requests to bring land on Mississippi Drive and on Highway 308 into the city limits and zone it for higher-density homes.

At their Oct. 13 meeting, commissioners held off on both requests and asked for more information. The vote to wait was 5-2 on the Mississippi Drive property and 6-1 on the Highway 308 tract.

The first request covers about 11.8 acres at 105 Mississippi Drive, which would be combined with a neighboring 11-acre tract along Highway 72. The city notice lists RS-3 high-density residential zoning for the Mississippi Drive land and a change for the neighboring tract from general commercial to the same RS-3 designation. No plan had been turned in for that site as of the October meeting. Commissioners said they wanted a preliminary site plan and an answer on whether the developer would close Mississippi Drive to cars, a question raised over traffic near Clinton Elementary School.

The second request involves roughly 102 acres at 1220 SC Highway 308 plus two unaddressed parcels, with RS-2 residential zoning listed in the notice. An early concept called for about 200 homes there. An engineer representing the developers told the commission there are no plans for apartments on that land. Commissioners also asked what price range the homes would sell in, saying the city already has several developments underway and needs more low-density housing. Highway 308 links Clinton with Interstate 385.

The Planning Commission only makes recommendations. The Clinton City Council has the final say on annexation and zoning. If the land stays outside the city, it could still be built on under Laurens County subdivision rules, though city officials said neither owner had approached the county.

Two other items are also on the Nov. 10 agenda: a zoning ordinance change that would allow RV parks as a conditional use in the manufactured housing district, and a proposal to bring the 1.3-acre lot at 500 East Carolina Avenue into the city’s historic overlay district. That property, beside First Presbyterian Church, has been eyed as an events venue.

Case files are on hand for anyone who wants to look them over at the city planning office, inside the M.S. Bailey Municipal Center.
